Abstract:

The paper deals with development challenges of socio-cultural sphere for people with disabilities. The mechanisms for expanding the closed social subspace of this category of citizens are discussed. The existing information and communication technologies are analyzed as tools for creating virtual social environments in RuNet for visually impaired people. The results obtained in the paper are of practical value for specialists dealing with the development of the socio-cultural sphere, social inequality, the relationship between the state and civil society.
